Health Care For Golden Boomers

For the most part these Americans are active and healthy as they enter their golden years, but they may be hard pressed to find healthcare providers and health professionals that are able to meet the demands of the large numbers that are becoming eligible for Medicare and becoming a growing burden on an already over-taxed healthcare system.
To top it off, now they have to worry about ObamaCare and a questionable economy that has put them all at risk of being unable to enjoy their retirement to its fullest. Add to that the increase in life expectancy and the number of relatively older American citizens will continue to multiply. And while the numbers of the aged continue to rise, the number of geriatricians, those who take care of the elderly, is declining, which may possibly result in a healthcare crisis for our aging Baby Boomers that will be intolerable.
So, what is the answer to this looming problem? How in the world can Boomers expect to deal with these growing problems when the policy makers have waited far too long to address a failing healthcare system, only to ram it down America’s throats in a desperate effort to keep a campaign promise? Did anyone hear anything in regard to ObamaCare about how the needs of an aging America will be met? We obviously need to at least train the healthcare workforce in the needs of an aging populace, but how do you make that happen when so many doctors will suffer the negative repercussions of health care reform? How do you keep doctors from leaving and how do you attract new doctors, when those who have depended upon the Medicare system, and have therefore catered to the elderly, are faced with a decline in Medicare reimbursement? Instead of an increase in geriatricians, Boomers can expect to see a marked decrease in the number of specialists in this area, which is already mightily stressed and understaffed.
Unfortunately, with the advent of the new health care bill, the future is unpredictable when it comes to medical care for the Golden Boomers. They can only hope that with the coming elections their representatives in congress will hear their pleas and will understand that as this remarkably substantial number of Americans age and as their health fails that the economy of this United States may fail right along with the Boomers. The number of Boomers is not insignificant, nor have their numbers ever been so. They have shaped the world and the decline of the U.S. population of Boomers, if that is allowed to happen, will also be felt worldwide.

Taking a Stand – Economy, Health Care and Education

The Economy
There is an enormous need to improve the economic climate within our communities throughout northern Virginia. Thousands of families throughout NOVA are struggling to afford the expenses associated with life, including childcare. To help families within NOVA I support President Obama’s strategy to expand the child and Dependent Care Tax Credit to help provide relief for parents and care givers. Currently only 35 percent of the first $3,000 incurred from childcare expenses by a family with one child and a family with two or more children the first $6,000. The credit is not refundable, therefore upper-income families unreasonably benefit while families that earn less than $50,000 a year obtain less than a third of the tax credit. I advocate reforming the Child and Dependent Care Tax Credit to ensure low-income families to receive more credit for their child care debuts.
Additionally, it is imperative that we create training programs for clean technologies.
I advocate for additional funding to expand federal job training programs to include green technologies training, like advanced manufacturing and weatherization training. This type of job training program will help fuel our economy and create sustainable green jobs.
I support President Obama’s plan to help expand lending to small business through tax cuts and assistance to community banks. The program is designed to have $30 billion in returned cash for the Troubled Assets Relief Program (TARP) made available to help smaller banks lend to local businesses. Small businesses are the fabric of our economy it is imperative that we provide financial support to create jobs, ignite entrepreneurship and innovation.
Health Care
The Healthcare system in this country is broken and I will fight to fix the system. The United States pays more than any other industrialized country, yet lacks national coverage for all Americans. At the same time, healthcare is inextricably linked to our future fiscal health. Therefore, in order to reduce costs and improve quality for all Americans, three principles must be met in any legislation that passes congress: (1) national coverage; (2) ending insurance company abuses; (3) providing choice and competition in the market.
To meet these principles healthcare reform must contain several different provisions. First, we must find a plan to increase the number of Americans with healthcare. If done properly, it would expand the insurance pool, include more Americans and reduce the costs of premiums. Second, Americans must be protected from the worst insurance company abuses by ending their practices of denying coverage due to pre-existing conditions, capping total coverage, and dropping or reducing coverage when people get sick and need it the most. Additionally, reform should mandate how much of a patient’s premium must go toward their care, as opposed to the marketing, profits and salaries for insurance companies.
To provide choice and competition into the market reform should include a national exchange, whereby individuals and small businesses can join together to expand the insurance pool for cheaper insurance. Included within this exchange should be a national option. A national option would be non-profit and have the ability to provide comprehensive care for the best price. Including an American option in the exchange would keep private insurers costs from rising and keep them honest.
To keep health insurance affordable our system must shift to preventative care. For example, if more mobile clinics were put in impoverished and rural community’s potential medical issues could be identified early and treated. This would help to combat the high volume of patients visiting hospitals and help reduce cost. Additionally, we should provide tax credits to small businesses to help healthcare become affordable care. To combat the high volume of patients we should provide more mobile clinics in impoverished communities. Tax credits should also be made available to individuals and families that make below the poverty level. Lastly, waste, fraud, and abuse in the Medicare system must be rooted out to keep the long-term stability of our Medicare system for seniors.
Implementing these reforms must be done in order to meet the challenges of our nation. The costs of healthcare are driving more Americans into bankruptcy and making our businesses less competitive to foreign competitors. These reforms would reduce our deficit and begin to get our fiscal house in order. I will be a strong believer in healthcare reform.
Education
Our education system has many issues and in need for solutions to combat challenges that Americans are faced with everyday. Our children are falling behind in comparison to other developing nations. To provide our children with a bright future the United States must be at the forefront of innovation. First, we must support children with special needs and invest in early childhood education, because the period before a child enters into kindergarten is the most critical to their educational development. To attain this goal we must dramatically increase funding for Head Start and other Parent Readiness programs that have proved effective in getting our children ready for their education. Funds must be allocated properly to ensure that classrooms are managed efficiently and effectively.
Second, we must improve our K-12 education system. I talked to many parents across northern Virginia and listen to their concerns about the increasing dropout rate and if American students are being prepared to compete with the world. To achieve this goal, funding must be provided in order to bring technology and up-to-date textbooks into the classrooms. Additionally, we must rebuild crumbling schools and reward teachers based on merit and provide incentives to attract quality teachers. I support the President’s Race To The Top Program and will advocate to reform the No Child Left Behind Act to support schools that need improvement. Additionally, I believe that our school days and hours should be extended, so that our children are getting not only high quality education, but as much education throughout the year as our global competitors.
Third, we must expand access to higher education. The high school education that gave our parents and grandparents a career is simply not enough in today’s fast-developing world. Today, in order to purchase a home, support a family and retire comfortably, a college education is a necessity. Unfortunately, college and other advance training has become unaffordable for many Americans that is why I support expanding Pell grants and tax credits to families to help pay for education.
Expanding these programs will be costly, but they are worth the investment. I believe that government has the responsibility to invest in its future leaders, inventors and communities. We cannot compete globally if we are not developing better products and technologies. Failure is not an option we must improve our educational system, as a member of Congress I will push to refocus our Nation’s effort to strengthening our intellectual capital.
I believe with the right values, dedication, leadership and communication a new vision for Northern Virginia is possible. Let’s make it happen.

How Do the Proposed Health Care Reforms Affect Small Business Owners?
June 27th, 2010 -- Posted in Business | No Comments »If you’ve been paying attention to the news at all lately, the big topic of conversation is the new proposed healthcare legislation, or “America’s Affordable Health Choices Act of 2009″. This bill is 1018 pages long, and will completely change the healthcare system in the United States if and when it becomes law. If you haven’t actually read the bill, you may be wondering how this new legislation will affect your business. I have taken the time to read through the section of the bill that covers the employer responsibilities (Title III, Subtitle B), and have summarized them below:
There are three main obligations under this proposed law that affect business owners and employers:
1. You must offer a “qualified” healthcare plan, or a grandfathered healthcare plan to all of your employees.
A “qualified” plan is defined as a plan that meets the requirements of Title 1 of the bill, which contains 57 pages of requirements. While they are too long to include here, here are some of the key requirements: no exclusion of pre-existing conditions, guaranteed issue and renewal, non-discrimination in benefits, ensuring lower premiums, standardization rules for coordination and subrogation of benefits, and whistleblower protections. The public option plan is also considered a “qualified” plan.
A grandfathered plan must meet the following requirements: no new enrollments are allowed once the new bill is passed, no change in benefits are allowed, and your plan must have the same percentage increases for everyone that is covered by the plan. If your plan doesn’t meet any of the above requirements, then it is no longer grandfathered, and you must switch to a “qualified” plan. Also, after a period of 5 years, all grandfathered plans must switch to a “qualified” plan.
2. You must contribute to the plan if the employee decides to take the plan that you offer.
As an employer, if you choose to offer healthcare coverage, you must meet the following requirements:
- Provide auto-enrollment to your plan
- Pay at least 72.5% of the premiums for individuals on the plan
- Pay at least 65% of the premiums for families on the plan
- Pay for healthcare for part-time employees based on the above percentages on a pro-rated basis based on their hours worked
- Salary reductions are not considered employer contributions
- You have to provide proof to the Health Choices Commissioner that you are meeting the above requirements
3. If your employee chooses not to take your healthcare option, or you choose not to offer healthcare to your employees, then you must contribute to the Health Insurance Exchange.
The mandatory contribution rates are as follows:
- You must contribute a dollar amount equal to 8% of your total payroll to the Treasury of the United States if your payroll exceeds $400,000/year
- You must contribute a dollar amount equal to 6% of your total payroll to the Treasury of the United States if your payroll is between $350,000 – $400,000/year
- You must contribute a dollar amount equal to 4% of your total payroll to the Treasury of the United States if your payroll is between $300,000 – $350,000/year
- You must contribute a dollar amount equal to 2% of your total payroll to the Treasury of the United States if your payroll is between $250,000 – $300,000/year
- You must contribute a dollar amount equal to 0% of your total payroll to the Treasury of the United States if your payroll is under $250,000/year
In addition to the above three requirements, as an employer, you must allow the government to conduct regular audits of your group insurance program. If you do not meet the requirements as stated above, then your healthcare plan will be terminated. Going forward, you will have to pay the fees as stated in section 3 above, and move to the public option. You will also be fined a fee of $100 per employee, per day for the number of days that you were not in compliance, up to $500,000.
So, what does all of this mean to you, the business owner? First of all, you will have to provide healthcare coverage for all of your employees, both full time and part time, or pay the government the fees listed in section 3 above. This will increase the cost of doing business for almost all business owners. You will also need to comply with their audits as well, which will require addition time and paperwork. If you already have a program in place, you will be grandfathered until such point that you no longer meet the requirements of grandfathering, or 5 years passes. Then you will be forced to the “qualified” program. Also, if you noticed above, in order to be a “qualified” plan, the plan must include people with pre-existing conditions. This will increase the cost of private healthcare plans, and eventually force everyone to the public option, as private insurers won’t be able to be cost competitive with a tax funded public option under these stipulations.
The good thing is there is still time! This bill has not passed through the Congress as of yet. So, whether or not you agree or disagree with the proposed bill, it’s a good thing to get involved in the process by contacting your Senator or Representative and expressing your concerns, as these changes will surely affect your business going forward!

At the National Consumer Driven Healthcare Summit which focused on Health Savings Accounts, Elizabeth Bewley gave a fascinating talk titled “Consumers Need to Become CEOs of Their Own Health and Health Care”. She explained how our modern healthcare system is set up to benefit interests other than you. For instance, she spoke of a condition called ICU Psychosis, which affects many patients after spending time in intensive care. This problem manifests as a form of delirium or psychotic episodes, and is caused by the typical conditions in ICU – bright lights, noise, sleep deprivation, confusion about night and day, etc.
The first step in being your own healthcare CEO using your Health Savings Account is to take care of your health. Simply staying out of the hospital could save your life. The Institute of Medicine reports that medical errors cause about 100,000 deaths annually, making this the third leading cause of death. Hospital-contracted infections kill another 100,000 a year. Adverse drug events kill an additional 125,000. Thus, approximately 17% of total deaths in the U.S. may be attributable to medical care.
Up to one half of prescribed drugs do not work for patients as intended, and physicians rarely explain possible adverse side effects or how long the patient should take the drug. Bottom line, the system is not individual-centric, but rather built for the needs of the providers. By using a Health Savings Account to take more control, consumers need to ask more questions; create a personal health record; and realize that they, not the doctor, are in charge of their own health.

A new study was just published in the European Journal of Clinical Nutrition, titled Metabolic and physiologic improvements from consuming a Paleolithic, hunter-gatherer type diet. Humans evolved over millions of years as hunter-gatherers, and only very recently did humans begin eating grains, dairy, vegetable oil, sugar, and other modern foods. (10,000 years may seem like a lot of time, but it is nothing as far as evolution is concerned).
This was only the 4th human study to be done on the Paleolithic-type diet, and like the others it found dramatic results. Those who ate this way had lower blood pressure, better glucose tolerance, less insulin, greater insulin sensitivity, and better lipid profiles. People lose weight, their digestion works well, their joints stop hurting, they have greater mental energy, and their risk of cardiovascular disease and autoimmune disease plummet. Diet is the single most important factor in your health, and you really are what you eat.
